The Challenge

Create a mobile application to support veterinary practitioners submitting animal health certificate records from the field. Prior ways of submitting CVIs required an Internet connection and multiple steps through PDFs, email and web-based systems.

The Solution

The Institute for Infectious Animal Diseases (IIAD), in partnership with the Texas Center for Applied Technology, a part of the Texas A&M Engineering Experiment Station, developed a mobile Certificate of Veterinary Inspection (CVI) application to support veterinary practitioners submitting animal health certificate records from the field. The app, AgConnect® mCVI, expands the toolbox of capabilities available to veterinary practitioners – allowing them to easily submit electronic animal health certificates to fulfill regulatory requirements for documenting interstate animal movements, or store that information within the application for forwarding when connectivity becomes available. This real-time information sharing is an alternative to email or web-based systems and helps improve the timelines of communication between veterinarians and state animal health offices by supporting certificate submission from the field.

The creation of the AgConnect® mCVI mobile application provides tremendous potential to access real-time information on livestock movements and improve the accuracy of that information to animal health officials. This mobile application will enhance animal disease traceability, ultimately safeguarding animal health.

Features and benefits

  • An easy-to-use, touch-screen interface for digitally entering animal health certificate data.
  • The end-user has the ability to print paper-based forms directly from the mobile application and forward copies by email.
  • Submitted CVIs can be automatically and/or manually imported into state animal health information systems, reducing time and associated costs for visualization.

Submitted CVIs can also be made available within the Institute’s AgConnect® technology. AgConnect® is a suite of customizable data integration and analysis products designed to enhance real-time animal health situational awareness, enable controlled data sharing and support decision-making in the event of emerging, zoonotic and/or high consequence diseases. State veterinarians will be able to visualize the CVI data along with other data within the AgConnect® suite (e.g., additional animal movements, veterinary laboratory diagnostic test results and other data pertinent to emergency response), allowing for greater situational awareness during a disease event. Real-time data integration of the above mentioned data streams would greatly aid state animal health officials in making decisions on animal and animal product movements during a disease outbreak.

The AgConnect® mCVI mobile app is currently being in use in more than 30 states and will be expanded to additional states. IIAD will continue to work with SAHOs and veterinarians to collect feedback and refine the technology.

The AgConnect® mCVI app is available for free download on the Apple App Store® and Google Play Store® for tablets and phones.
